2. ACQUIRING TFE TEREE MAN CREW COMPLEMENT IN JAPAN

Special committees have been set up in Japan by the Japan Federation of Aviation Workers'Unions, the Flight Crew Union Federation of Japan, and the Japan Federation of Civil Aviation Workers'Unions for Air Safety for the purpose of discussing and studying the crew complement issue. The Japan Federation of Aviation Workers'Unions is planning the following activities:

A. Theorization of opposition to "Two Man Crew Complement."
B. Proliferation of the policy to oppose the "Two Man Crew Complement" among aviation workers.
1) information through newsletters issued by the unions
2) study group meetings to spread the understanding
C. National Activities
1) Handing out leanets to gain public support
2) Petitioning to the Ministry of Transportation
3) Appealing to the Diet
Explaining to each party the meaning of the policy behind opposition to the two man crew complement
Requesting that the Supplementary Resolution be listed with the Revision of the Civil Aeronautical Law Article 65
4) Appealing to the mass media through editorial meetings and press conferences
D. International Activities
1) Communication of the position of Japanese unions concerning this issue to the US FAA, the Transportation Authorities of France, England and West Germany.
2) Communication of the position of Japanese unions to ICAO and. ILO, and the request for actions to be taken.
3) Appeal to international union organization to take cooperative and coordinated actions in opposition to the two man crew complement.
4) Appeal t organizations in the transportation sector and aviation workers to cooperate with Japanese unions.
5) Public questioning of aircraft manufacturers.
