8. THE CREW COMPLEMENT COMMITTEE
The Crew Complement Committee, comprised solely of active Japan Air Lines Bight crew
members from the Operations Department (managerial flight crew members), the JAL
Captains'Association, the JAL Flight Crew Union and JAL Senior Flight Engineer Union, was
established in October 1986. This committee conducted discussions on the crew complement
issue of new large aircraft to be introduced.
The Crew Complement Committee assembled a total of 29 times since September 1986 to
discuss matter of operational safety, flight operational environment and operational
marketing plans. An interim report was submitted to the president of Japan Air Lines by
the Crew Complement Committee in March 1987. The final report was submitted to the
Executive Management Committee in July 1987.
The establishment of this committee and management's declaration that they would respect
the report submitted by the committee gained the attention of not only crew members in
Japan but of the world as well.
There are several examples of the use of a two man crew complement aircraft being in use
with three crew The B-737s of United and Western in the United States, A-310 of Air France
and B-767 of Ansett Airlines are well known models.
UTA has just won three man use of the B747-400 and struggles continue over the three man
crew complement of this aircraft in Air France and the A-320 at Air Inter.
The crew complement issue is a subject that will be the focus of intense struggles not
only in Japan be also in the rest of the world.
